Social Engineering
"An increasing concentration of the poor and minorities in older urban areas `jeopardizes' the future well-
being of this State." -- The Highlands Water Protection and Planning Act, Page 70, Section g, Line 36.
This type of statement, which is also part of the State Planning Act, has no place in public policy.
The state should not presume to tell people where they can and cannot live.
The Highlands bill attempts to re-direct growth toward urban areas because the state believes "too" many
minorities and poor people living in cities "jeopardizes" New Jersey's future. What nonsense!
State policy should concern itself with HOW people live,
instead of trying to control WHERE they live.
