May local or State employees act in their official capacity in a matter affecting themselves?

Section 23(e)(4 ) of the Conflicts Law provides that a State/local officer or employee shall not act in his official capacity in any matter wherein he has a direct or indirect personal financial interest that might be expected to impair his objectivity or independence of judgment.
